  1. Smaller weld quantities make rail train delivery of CWR too expensive.
  2. High daily productivity of portable flash-butt welding (40-60 welds per 8-hour shift) is required vs. less productive thermite welding or joint bar installation.
  3. CWR is needed where no current tracks exist, eliminating the feasibility of CWR train delivery.
